Conference believes that the decision taken by the National Joint Council (NJC) Committee on 9 October, to call off strike action due to have taken place on 14 October was a grave error of judgment.

In particular, Conference criticises;

1)The decision to characterise the “revised” proposals as “the best that can be achieved by negotiation” when these proposals had arisen from a negotiating meeting which had not involved any elected members of the Committee;

2)The decision that only “significant all-out action” could have secured an improved offer, a proposition which appears to have been adopted in haste and without any persuasive evidence.

Conference acknowledges that there were divergent views across Regions and branches about the advisability of proceeding with action on 14 October and that support for strike action on 10 July had been variable. However, Conference believes that the process leading up to the decision to call off the strike was utterly flawed, inconsistent and opaque.

Conference resolves to instruct the Service Group Executive and all Sector Committees to seek to ensure that in future, decisions to suspend previously agreed industrial action (where our full claim has not been won) are taken only following a prior consultation process involving Regions and branches, informed by an assessment of the impact of industrial action already taken and in prospect.
