The recent pay campaigns for members covered by both SJC and NJC highlighted areas requiring improvement such as lay activist involvement and difficulties with other trade unions. Pay is of the utmost importance to our members and in order to be effective in ending pay freezes, below inflation pay rises and further eradication of Terms & Conditions, we need a more member centred approach.

This special conference instructs the LGSGE to:

1)Amend the current and include in the new pay protocols and consultation procedures – that there should be lay activist involvement in all decisions and negotiations. This does not exclude the ability to have informal/off the record discussions. Both lay activists and paid officials should work in partnership and ensure each is aware of all developments.

2)The pay protocol/consultation procedures should be flexible to accommodate and allow the devolved nations to meet their specific needs.

3)Prior to agreeing/submitting a joint pay claim, we should seek the agreement of other trade unions covered by the relevant bargaining machinery, a set of principles, campaign strategies and timescales to ensure a more cohesive effective approach and outcome.

4)Consider new ways to engage members at the grass roots in order to build effective political and industrial campaigns on pay.
