Conference welcomes the introduction of the Equality Act 2010 under the Labour government but notes with heavy heart that the specific public sector equality duties were delayed and reviewed by the conservative-led coalition government. Conference notes that there is unlikely to be any further legislative gains under this government.

Conference notes that – for now – further progress on Lesbian, Gay, Bisexual and Transgender (LGBT) rights will be won by local and national bargaining and negotiating for LGBT workers’ rights.

Conference therefore calls on the National LGBT Committee to:

1.Update guidance and factsheets on negotiating for LGB and T workers rights, to include how to use the general public sector equality duty;

2.Produce an LGBT negotiating toolkit that includes this guidance;

3.Publicise the toolkit across the union.

Conference further calls on regional and branch LGBT self-organised groups to:

A.Raise awareness of the toolkit;

B.Encourage regional, service group and branch negotiating teams to make use of the toolkit to push employers to take positive steps to promote LGB and T workers equality.
