Conference believes that the policies of the current government pose the greatest threat to living standards of health workers of any time in the 63 years of the NHS.

Conference thinks that the government is using the deficit as an opportunity to cut the public sector paybill rather than increase taxation to those responsible for causing the recession.

Conference recognises that the attacks on pay could also impact on the recruitment and retention of staff within the NHS particularly for those groups of workers for when there is an active external labor market for example, pharmacy staff and biomedical scientists.

Conference recognises that a number of staff within the PTB sector often work in labour markets that can be outside the NHS so terms and conditions need to be better than just comparative, to enable the NHS to recruit and retain the best staff.


Conference calls upon the Service Group Executive to develop branch negotiating advice on the application of local retention and recruitment premia for groups that are difficult to recruit and retain.
