PUBLIC SERVICE BUDGETARY CUTS AND IMPACT UPON BLACK WORKERS

Conference, The Coalition Government has announced huge scale spending reviews across many of the Public Services employer groups. As much as 40% reductions have been tabled alongside the other various forms of efficiency savings that have been introduced. We believe that the swingeing cuts will have a disproportionate effect on Black Workers, and predominantly the lower paid staff in these organisations. Aligned to the cuts, there will almost certainly be a lack of career progression and a reduction of opportunities for Black staff seeking employment across the public services.

We also believe that the swathe of cuts across the public services will have a detrimental impact on Black staff, at the lower graded roles as they may be most risk through the employer seeking to recover finance.

Conference therefore calls on the National Black Members Committee (NBMC) to:

1.Research and publicise the impact on Black Workers under the planned cuts by the Coalition Government.

2.Campaign for the compulsory use of Equality Impact Assessments’ in all restructures across the Public Services.

3.Campaign to promote shared working with other Black Worker Groups within UNISON and the Trade Union Movement.

4. Provide a detailed report to NBMC 2012.
