Conference notes that there have been a number of motions regarding attendance at national conferences and the mapping of Black members. What is needed is a framework for ongoing and effective evidence based monitoring and scrutiny of these key challenges to Black members’ participation, retention and organisation.

Each and every UNISON organised conference, seminar and training event at a branch, regional or national basis must have a process that enables this monitoring to be conducted.

Conference believes we have all the anecdotal information but we now need quantifiable and indisputable evidence to transform motions into practise.

Conference asks that the National Black Members’ Committee (NBMC) seeks to:

1.Work with the National Executive Council (NEC), Conference Section and relevant national structures to amend policy relating to members’ participation. There needs to be a compulsory monitoring and scrutiny of Black members’ participation:

a.ethnicity codes to be on all registration forms;

b.registration forms to be issued for all UNISON organised events prior to and at the event;

c.all data must be provided in Service Group breakdown in the annual report at all National Delegate Conferences beyond National Black Members’ Conference 2007;

d.any free document wallets or other UNISON complimentary gifts should not be handed to delegates without full completion of ethnic monitoring forms.

2.Get a commitment from the NEC to publicise the findings at all UNISON National Delegate Conferences beyond June 2011;

3.Get support from the NEC structures e.g. Service Group and self organised group liaison to work with them to provide quarterly reports to the NBMC;

4.Engage with relevant NEC sub-committees to ensure procedures are in place to enable effective collation of ethnicity data.
