Conference welcomes the decision of the NEC to approve the merger of the Water and Environment and Transport Service Group Executives.

Conference notes that the Executive’s planning for the merger of the two service groups was unavoidably delayed while the NEC consultation on the review of service groups took place. Consequently there has not been sufficient time to devise and consult branches on revised constituencies for the election of the Executive in 2010 as originally planned.

Conference therefore instructs the Executive to submit options for the constituencies for the 2010-12 service group executive elections for consultation with branches and endorsement at either the joint branch seminar or a special joint meeting of delegates from water and environment and transport branches provided that in all cases the proposed constituencies meet the requirements of Rule D.3.

Conference further agrees to authorise the Executive to devise a scheme of branch representation at the first Water, Environment and Transport Conference in 2010 taking account of the current levels of representation of transport and water and environment branches and the requirements for proportionality and fair representation. The proposed scheme of service group conference representation will be the subject of consultation with branches and endorsement at either the joint branch seminar or a special joint meeting of delegates from water and environment and transport branches.
