Conference notes the ongoing progress to make UNISON structures fit for purpose and to ensure that all of our members regardless of where they work have an equally strong voice in their union.

Conference agrees that devolution, the ongoing public service reform and outsourcing agenda continue to change the bargaining landscape for many of our members and that it is vital our union is able to change and adapt to maintain its relevance to existing and potential members. The connection between UNISON members and their occupation or sector must be made more concrete and evident.

Conference therefore welcomes the consultation and debate during 2008/2009 on bargaining structures and in particular agrees:

1)To strengthen the primacy of bargaining and develop service groups, sectors and occupational groups which will give parity of esteem to all who bargain on behalf of our members on pay and issues such as equalities, professional conduct, safety and training;

2)The need for new service groups to reflect the changing composition of our membership and a commitment to develop further proposals on future organisation of all of our members within utilities and private companies;

3)The National Executive Council shall conduct a review of the resources allocated to service groups to ensure the effective distribution of resources across all bargaining groups.
