Adult social services face a period of enormous change. The tight financial regime in which councils are operating is subjecting adult social services to major budget reductions in many authorities and the Government proposals to promote personal care budgets and self assessment means services are under threat. Members working in adult care could face redundancy or attacks on pay and conditions as councils promote personal care and self assessment as a means of reducing costs.

Service users will be increasingly reliant on unpaid family and carer support and low paid poorly trained carers.

Conference agrees:

1)Service Group Executive should prioritise responding to the adult social services agenda;

2)campaign for a national framework on employment of anyone providing personal care including – registration; training; pay and vetting.

3)prioritise and publish the value and importance of in-house services and the concerns about personal budgets;

4)respond to the proposals for assessment which seek to undermine the role of social work professionals.
