Conference welcomes the re-launch of the Knowledge and Skills Framework (KSF) in 2007 and recognises that this aspect of Agenda for Change had been severely compromised by financial constraints.
Despite these positive developments Conference remains concerned that resources allocated for application of staff training and development including the KSF are most vulnerable in times of financial hardship. However the KSF is a continuous process and requires consistent application to be effective.
Conference therefore calls on the Service Group Executive to:
1)Seek ways of ensuring resources necessary to apply the KSF to all staff are ring fenced in each NHS or related organisation;
2)Seek to embed a robust system of reporting and monitoring to enable identification of any areas where the KSF is not being properly applied;
3)Provide guidance on best practice in addressing KSF resource and implementation difficulties.
