Conference is deeply concerned that Black workers experience severe disadvantage in job promotion and career progression prospects. In line with UNISON’s objective of negotiating and bargaining on behalf of members and promoting equality, Conference calls upon the National Energy Service Group Executive to work with the National Black Members’ Committee and the NEC to:

1Produce a report, which collates statistics from the Energy Service Group showing the distribution of Black workers by grade;

2Commission qualitative research interviewing Black employees in the Energy Service Group to establish barriers to progression and promotion;

3Draw up practical solutions to remove these barriers for Black employees with an implementation plan and timeline for delivering the identified practical solutions;

4Publish quarterly progress reports on this work on the UNISON website on the status of the implementation plan for delivering the identified practical solutions;

5Publish the statistical report; qualitative interview research report; recommendations for practical solutions to remove barriers to promotion and progression for Black employees, and the implementation plan and timeline on the UNISON website to ensure the widest
