This conference is aware that motions to previous conferences, namely Motion 5 at the Police Staff Service Group Conference in 2001 and Motion 16 at the Police Staff Service Group Conference in 2005 have raised this issue.
Both of these motions raised concerns over the increasing demands placed upon branch officers and those UNISON activists who are shift workers.
Conference is pleased to see that the work programme of the Service Group Executive reflects the decisions made at both of the conferences in 2001 and 2005.
Conference notes that the Service Group Executive has started work and has issued a Branch Survey document POL/33/2007, however this Conference is concerned that the Service Group Executive has given this piece of work a low priority.
This Conference instructs the Police Service Group Executive to re-prioritise these decisions within the work programme so that the Service Group Executive and the Police Staff Council agree a model, minimum agreement on facility time and this is included in the Police Staff Council Handbook.
