Conference approves the recommendations contained in the National Executive Council’s report on the Review of Branch and Service Group Structures:

Recommendation 1. National Executive Council (NEC) to produce a revised scheme as per rule G 1.2 to ensure that branches:

a)give members a right to participate in their union;

b)give members a right to be represented both individually and collectively;

c)give members a right to have issues, including professional/occupation issues, addressed through the UNISON structures;

d)co-ordinate unison activities locally;

e)promote UNISON’s aims and objective.

Recommendation 2. That the NEC, in consultation with appropriate members, promotes and facilitates flexibility within UNISON’s structures to:

a)allow and encourage branches to send delegates to more than one service group structure or region, as appropriate;

b)allow national branch members to participate and be supported locally, and regionally, as appropriate;.

c)support geographical branch structures, as appropriate.

Recommendation 3. The NEC to lead a review of the use of resources in order to ensure resources are prioritised for organising. The review to include:

a)Branch income, assets and resources;

b)Use and development of resource centres, including a viable funding model;

c)Use of regional pool;

d)Regional support.

Recommendation 4: That regions and branches carry out annual joint assessments of local organisation within regions, using an agreed NEC framework, to:

a)provide support and development to branches to ensure that all members have fair and equal access to Unison structures and services;

b)support the recruitment and organisation of all groups of members;

c)identify areas requiring additional resources;

d)ensure equitable use of the regional pool.

Recommendation 5: That the definition, role and purpose of sectors be reviewed by the NEC to:

a)give equal profile to all groups of members in relation to their professional/occupational issues;

b)recognise their strategic bargaining role.

Recommendation 6: That the NEC reviews and enhances cross service group working to:

a)reflect shared negotiating issues;

b)ensure the development of coherent policy;

c)ensure democratic accountability and avoidance of duplication;

d)ensure effective joint working at national, regional and local level.

Recommendation 7: In regards to Further Education, Community and Voluntary Sector, Private contractors and members working for national employers within the public sector such as OFSTED:

a)that the NEC undertake further work, including local consultation with these groups of members, in order to identify what additional structural changes may be needed at national, regional and local level.

Recommendation 8: That the NEC carry out further consultation on the current service group and sector configurations; in particular to:

a)consider the creation of a transport sector;

b)bring back appropriate recommendations and rule amendments to conference 2008;

c)consider revised representation of Energy, Transport, and Water and Environment members, including transitional arrangements for NEC constituencies until 2012.
