This Conference is concerned at the continued difficulties faced by UNISON activists who are shift workers. It is likely that shift workers bear the brunt of inadequate facility time because:

1) Police Staff work in posts where release is more difficult because of their involvement in direct emergency service delivery

2) Facilities agreements do not reflect 24/7 work patterns

3) Minimum staffing levels are a normal occurrence not an exception

This Conference is aware that UNISON is conducting a Facility Time Campaign (Time to Act)

Therefore, this Conference instructs the Service Group Executive to:

a) seek recognition of the double disadvantage activists who are shift workers encounter

b) campaign to improve how facility time is granted to key activists of UNISON

c)work closely with the National Executive Council to make the changes necessary to empower these activists at local branch level;

d)work towards an appropriate Police Staff Council model agreement on facility time.
