This group meeting notes that attempts to re-establish effective central pay negotiations in Further Education have largely failed, as a high percentage of colleges have refused to be bound by the recent 2 year agreement.

This group meeting believes that it is vital that UNISON, in negotiation with NATFHE and other relevant unions, should attempt to address this situation, and to enforce adherence to the national agreement. Efforts to name and shame colleges are largely proving ineffective, and NATFHE are now pursuing unilateral industrial action in a number of colleges.

While action in colleges should where possible be co-ordinated with NATFHE, UNISON currently has no strategy for tackling colleges that refuse to pay the nationally agreed pay rises.

This group meeting instructs the Service Group Executive:

1)To liaise with the FE and 6th Form Committee and all relevant branches to develop a strategy to address these issues and draw up a negotiating guide to assist stewards in implementing national agreements

2)If, after recourse to the agreed National Joint Forum arbitration process, there is still no commitment to paying the national agreed pay award in individual colleges, they will be balloted for action up to and including strike action to enforce adherence to the agreements
