Date

Decision
Carried as Amended

Conference notes the continued recruitment of Overseas Nurses and Carers into the Healthcare Sector of the United Kingdom and in particular those recruited to work in the Private Healthcare Sector.

UNISON has been at the forefront of many initiatives to highlight the exploitation of overseas nurses, and a number of helpful initiatives have emerged. Despite this good work, Conference notes that these migrant workers continue to come forward to report violations of Pay and Condition of Employment, Low Pay, Excess hours 60 hrs + a week, Employment Contract Substitution, Huge Recruitment / Placement Fees charged by unethical recruitment agencies, which is in direct contravention of the Employment Agencies Act 1973, states “it’s the responsibility of the Employer to pay the Agent these costs and not the employee or applicant.”

Conference deplores this continued abuse of overseas migrant workers, UNISON in conjunction with the TUC to consider launching a campaign with our sister unions in the UK and International Trade Union Movement to highlight these concerns.
