This Conference reaffirms UNISON’s aim of working “To Improve the pay and conditions of members and promote their interests”, and recognises that our involvement in reaching agreements on behalf of members is legally empowered through individual contracts of employment. It is noted that contracts based on, or “mirroring” nationally determined pay and conditions, invariably refer to specific Whitley Councils/Committees or other joint negotiating bodies.

Accordingly, this Conference agrees that in conducting national joint collective bargaining:-

1.All possible measures should be taken to ensure that UNISON representatives on NHS Whitley functional councils and other joint negotiating bodies, are mandated in accordance with the views of members within the occupational groups covered by the relevant bodies;

2.That the timing and conduct of the second consultative ballot on “Agenda for Change” will ensure that members are able to make informed decisions based on how they will be affected by the final proposals;

3.Following the second ballot on Agenda for Change, national sector committees will play a key role in assessing and representing the views of staff within their remit, and their conclusions should be crucial in determining subsequent UNISON policy decisions.
