Conference believes that there is a ceiling of opportunities for promotion of black employees within the public services, in health and local government.

The rate of black employees as compared to the black population within the public service employment falls below the acceptable level.

Despite the Race Relations (Amendment) Act 2000, which requires public service employers to achieve comparable targets and to use the untapped skills and resources for enhancement of public services.

Conference calls on the National Black Members’ Committee to take all necessary steps to monitor and campaign with the National Executive Council to give black workers in public services greater opportunity for promotions.
