Conference Welcomes:

·the attention which the PSSC Handbook review has focussed on the tripartite relationship in respect ofpolice staff

·the publication of the APA’s “People Matters” HR Strategy

·the Home Office commitment to raise the status and training of police staff in a police reform environment

However, Conference is concerned that the respective responsibilities for the management of police staff between the tripartite partners remains unclear.

Conference instructs the SGE to:

1)take all necessary steps to ensure that the Home Office and Scottish Executive takes a full and productive role in support staff matters including conditions of service as it does with our police officer colleagues;

2)create closer ties with the APA and CoSLA to put our views forward and encourage them to take a full and productive role with their employees;

3)encourage ACPO and ACPOS to work alongside the other tripartite partners in respect of police staff issues;

4)develop closer partnership links with ACPO and ACPOS, particularly in the context of ACPO’s appointment of its first ever full-time National President;

5)ensure that the Police Support Staff Council develops into a mature joint forum where the roles, responsibilities and relationships of all the key police stakeholders can be properly clarified and made to work
