Royal Commission – Future Policing

Conference believes that the call for a Royal Commission by the Police Federation should be welcomed by UNISON. Should this call be accepted by the Government then UNISON should become involved at the earliest opportunity. This would serve to protect and convey the interests of our members.

Outsourcing of Forensic Services

This Conference is concerned that the Home Office is continually eroding the forensic services provided by police staff as a cheaper option. Conference recognises that this is not the case. UNISON believes that this is a core public service to which the principles of direct accountability apply. As such, this service must remain wholly publicly […]

Civilianisation Not Privatisation

Conference supports fully the Civilianisation programme within the Police Service. However, when does ‘civilianisation’ become ‘privatisation’? Forces are more and more informing their police authorities, communities and staff that it is civilianising police officer posts. However, police staff and communities do not see these roles being advertised; this is due to the real fact that […]

Independent Police Complaints Commission

This Conference has grave concerns that some forces are insisting on the implementation of the IPCC without a formal agreed national protocol covering the application of IPCC procedures to police staff. This Conference instructs the Service Group Executive to: 1)ensure a national protocol is correctly negotiated and passes through our governing body, the PSC; 2)work […]

Council for the Registration of Forensic Practitioners

Conference is appalled at the pressure being put by scientific support managers on our members to become members of this Register. Conference is further concerned that some UNISON members/branches may not be aware of who the Executive Body is and what qualifications they hold to assess, investigate and sanction our members. Conference notes with disappointment […]

Offshoring

Conference notes that the TUC estimates that between 150,000 and 200,000 jobs could be at risk in the private service sector due to work being offshored. Conference believes that offshoring on the scale envisaged is not inevitable but while it is happening the priority must be to defend our member’s jobs. Therefore we welcome work […]

National Incentive Recruitment Campaign

This Conference regrets our very successful national incentive recruitment campaign has been replaced by Best Organised branch due to funding issues. Recruitment is a lay member activity and its success is crucial to the continuation of UNISON as an effective representative organisation. Conference therefore welcomes the NEC’s decision to make recruitment a national priority this […]

Police Community Support Officer Funding

This Conference is aware that Government funding for the Police Community Support Officer (PCSO) employed by many police forces across the country is shortly to come to an end. Some police forces have indicated that they may not be able to maintain the levels of PCSOs that they currently employ when this funding runs out. […]

Service Group Executive

At the Service Group Seminar at Croyde Bay in 2003, the Service Group Executive were asked to report in full on the progress made towards achieving the goals of Composite C of the Service Group Conference 2003. Conference is dismayed that no report was given. This Conference instructs the Service Group Executive to prioritise the […]

Local Government Pension Scheme Pensions

This Conference calls upon the Government to reconsider changes in the Local Government Pensions Scheme (LGPS) which may be detrimental to our members. Such changes include: 1)from April 2004, the right to a return of pensions contributions are to be removed and immediate ‘vesting’ of pension rights will be introduce; 2)from April 2005, increasing the […]

Access to Training and Development

The Police Staff membership has a long history of under investment by Police Management. Workplace learning and training opportunities to Police Staff has never been seen as a priority. It is often viewed as unnecessary by some employers or treated in a slipshod and half-hearted manner by others, who undervalue Police Staff and their role […]

Staffing Levels

Conference deplores the cost cutting measures used throughout the police service that major on reducing staff numbers to what is less than a safe minimum. Conference is concerned at the effect this has on an already dissatisfied public resulting in our members, and in turn their families, being placed under extreme stress. Conference notes the […]

Women and Pensions *

Conference is concerned that women today are facing a considerable pensions gap: for every pound of income received by men in a pensioner couple, women receive less than 32 pence. Female single pensioners are one of the poorest groups of the older population, and currently nearly a quarter live in poverty. The issue of pension […]

Nestle and the Co-op

Conference applauds the Co-perative movement for its activities in promoting fair trade within its stores and advertising campaigns, and for the Co-operative bank’s policies on ethical investments. However, Conference notes with concern that in spite of the strong campaign by Baby Milk Action, the Co-op continues to market Nestle products in their stores and even […]

Facilitation Services and Support in UNISON

Women’s role in society as the main carer makes it difficult for them to participate in UNISON without access to a facilitation service which provides for the full range of caring responsibilities that women undertake. Guidelines for members on the types of facilitation that can be put in place by UNISON, or can be arranged […]
