Conference notes that the Labour government’s first budget included an announcement that, from April 2027, pension pots will form part of the holder’s estate, no longer exempt from Inheritance Tax, increasing many pension holders’ tax liability.
Conference further notes that the government has still to publish its detailed proposals for parliament to consider. Among other things, it remains unclear whether this proposal will apply to death benefits in defined benefit pension schemes.
Conference observes that this proposal will affect UNISON members in all membership categories and all service groups but will have its greatest impact upon older people and is therefore of concern to this conference.
Conference instructs the Retired Members National Committee to urge the National Executive Council to:
1. Work with UNISON Living partners to alert UNISON members to the new position; and,
2. Work with the Retired Members’ organisation and with service groups to consult members affected with a view to mounting a campaign to reverse this proposal or mitigate its impact.
