Conference notes that, with respect to the arrangements for the Probation Service Sector Committee set out in the Police Probation and CAFCASS Service Group Constitution (Full Constitution made available on the UNISON website for reference):
a. UNISON has no recognition or organisation in those private or voluntary sector employers known as Dynamic Framework Probation Providers which were contracted to provide certain services post probation re-unification in 2021.
b. No Region/nation has nominated any representatives to the reserved seats on the Probation Sector Committee for members working for these Dynamic Framework Probation Providers since these reserved seats were first created in 2021.
c. It is now four years since probation re-unification and that the transitional arrangements for probation representation at service group level, set out in Annex A of the Service Group Constitution, have now expired.
In light of the above, Conference agrees to amend the existing Police Probation and CAFCASS Service Group constitution by amending the following clauses as follows:
3.1 Bullet point 3. Change ‘Probation Service Sector Committee’ to ‘Probation Service (England and Wales) Sector Committee’.
3.3 Change title of Committee to:
Probation Service Sector Committee (England and Wales)
Delete second paragraph which reads:
‘Regions can nominate members employed by the Dynamic Framework Probation Providers for up to three additional seats reserved for members from probation providers.’
