Conference notes the impact that the pledge to recruit 20000 police officers made by a
Conservative government in 2019, known in policing as Operation Uplift, has had on the job
security and career progression of police staff.
Conference believes that as a direct result of the pledge, police staff roles have been
replaced with police officers who are increasingly working in roles that do not require a
warrant card.
Conference recognises that by the time this motion is debated, it is highly likely that we will
have a new Labour government.
Conference considers this to be a good opportunity to raise concerns about Operation Uplift
and seek to redress the balance between the police officers and police staff workforce.
Conference therefore calls on the Police and Justice Service Group Executive to
1)Produce a briefing exploring the impact of Operation Uplift on police staff, highlighting
the impact not just on roles being replaced by police officers, but also on vacancies
not being filled, and the impact on career progression for police staff when a range of
managerial roles end up being given to police officers.
2. Work with UNISON Labour Link Committee to highlight concerns about Operation
Uplift within the Labour Party.
3. Work with UNISON Labour Link Committee to highlight concerns within the Labour
Party of the negative impact on police staff posts due to the structure when fining
police forces for not achieving police officer targets.
