Conference notes that while the majority of Community Rehabilitation Company (CRC) staff were transferred to the re-unified National Probation Service (NPS) on 26 June 2021, some CRC, CRC parent company and CRC sub-contractor staff were transferred at the same time to the so-called Dynamic Framework Providers (DFPs).
Conference notes that:
1)As a result of some staff and services being transferred to the DFPs, probation has not been fully re-unified.
2)The DFPs are a mix of community, voluntary sector and private company providers.
3)Despite the protections in the Staff Transfer and Protections Agreement, staff transferring to the DFPs face an uncertain future in relation to their job security and terms and conditions
4)The same problems which arose from the outsourcing of probation to the CRCs in 2014 will inevitably affect the latest outsourcing of some probation services to the DFPs.
Conference therefore calls on the Service Group Executive to work with the Probation Service Sector Committee to:
a)Continue to provide advice, support and representation to our members who have transferred to the DFPs.
b)Seek to achieve recognition for UNISON with all the DFPs to which members have transferred.
c)Continue to campaign for all probation services to be re-unified in a single service.
