Whilst conference acknowledges the success of our long standing Keep Probation Public campaign, and are extremely pleased to see the reunification of the majority of the probation service back into the public sector domain. It is important to acknowledge the small but important minority of people that have been left in the private sector in what is termed the Dynamic Framework. The Dynamic Framework are essentially the services that deliver accommodation support, education training and employment support, finance benefit and debt support and women’s services. All of these areas of delivery are key elements of probation work and we strongly believe that they belong firmly within the public sector alongside the rest of Probation delivery. The government learnt the failings of Transforming Rehabilitation the hard way, however in reality those that suffered the consequences were our members, our service users and our communities.
Conference, we cannot see how keeping any part of probation delivery is in the interest of any of the parties mentioned and we call on the Service Group Executive to continue to fight for a FULLY unified, public sector probation service.
