Tom Winsor has now published both parts of his review into Police Officer and Police Staff Remuneration.

Part 1 recommendations were all about cuts and changes to police staff terms and conditions to the detriment of our members. There was nothing positive offered in exchange for the cuts and changes, there was a vague mention that if these cuts and changes were implemented police staff jobs could be saved. The work done by the Police Staff Council Trade Union side has completely rebutted this very tenuous proposal. Forces as we all know are well down the road of police staff job cuts.

No progress has been made with the employers on Part 1.

Part 2 was published earlier this year, again this offered nothing to police staff, in fact once again it was negative recommendations.

There is nothing in either Parts 1 or 2 to make our members even think about accepting any of the recommendations, all this review does is further the government aim to cut costs in policing by whatever means. So far as UNISON members are concerned there is nothing independent about this review.

Overall all this review does is propose cuts and changes to national terms and conditions.

UNISON’s submission to the review has been completely ignored. UNISON wanted fairness and equality across the whole of the police service, there is nothing fair nor equal so far as our members are concerned.

Conference therefore calls upon the Service Group Executive to:

1)Resist all attempts to reduce police staff national terms and conditions.

2) Circulate to all members the outcome of negotiations for consultation and comment, before any agreements are made with the employers.

3)Seek to ensure, that if necessary, any final proposals as a result of negotiations are put to all police staff members via a ballot for final decision.
