Conference, in November 2012, the Police and Crime Commissioner will be elected to all police forces in England and Wales.

There is much uncertainty and little guidance in relation to the handover and reallocation of staff when this process occurs. Initially, all police staff will change from being employed by the Police Authority to being employed by the Police and Crime Commissioner. However, by April 2014, the Chief Constable and the Police and Crime Commissioner must decide which police staff will be directly employed by each of them.

There is a concern that this could lead to a two-tier workforce; possibly eventually working under different terms and conditions. In addition, there is the threat that those police staff employed by the Police and Crime Commissioner are more likely to be outsourced.

Conference, it is important that all police staff, in each force, are employed by one individual; and that should be the Chief Constable.

Therefore, it is requested that the SGE makes contact with all relevant parties to promote the strengths of a unified workforce and also include a national statement as to why we should be employed by the Chief Constable.
