Conference welcomes news that there are still some positive developments in respect of apprentices in local government, such as the recent agreement between St Edmundsbury Borough Council and Forest Heath District Council and UNISON to work together to deliver high quality apprenticeships and help towards easing youth unemployment in West Suffolk.
Conference is concerned however to note that the current economic circumstances provide some employers with the motivation to use apprentices as cheap labour, by paying below negotiated rates and with terms and conditions below those negotiated.
Conference therefore calls on the Local Government Service Group Executive to:
1)draw the attention of all local government branches to the UNISON guide “Negotiating apprenticeship schemes in your workplace”;
2)seek to ensure that apprentices are recruited and organised in UNISON, and that apprentices are provided with the opportunity to make their voices heard about their pay and conditions.
