Like all other public sector service groups, jobs of Police and Justice staff are under intense attack nationally and have been since this Tory/Lib Dem coalition showed their intention soon after being elected to shrink the public sector.

We face a ‘double whammy’ in that not only are our frontline jobs being made redundant, we are witnessing these so called “redundant” posts being back filled by Police officers who are usually making double the salary our members receive. This practice is indeed economic madness.

This is an unacceptable exercise that does not happen in any other public service group other than Police and Justice.

This legal loophole that allows Chief Constables to carry out this practice is a further kick in the teeth to staff members who have been made redundant and also members who are under the constant threat of redundancy.

In Scotland, the Scottish National Party (SNP) minority government with support from the Tories pledged a 1000 extra cops on the streets. As it stands these cops will be ‘off the streets’ in desk jobs and not a visible presence to the public – where they should be.

To add insult to injury, some Chief Constables are ensuring Police Officers are being trained by our members before they wield the redundancy axe.

Conference asks the National Executive Council to:

1)write to Association of Chief Police Officers and Association of Chief Police Officers (Scotland) to advise them to resist using this practice;

2)write to the Justice Ministers of Scotland, England and Wales to warn them to stop replacing redundant posts by taking Police Officers off the public streets;

3)further highlight this particular plight to the general public of Police and Justice members across the UK.

4)survey police branches to collect evidence of backfilling of redundant police staff posts by police officers;

5)produce legal and negotiating guidance for police branches on the range of circumstances in which police officers are re-deployed into police staff posts, including redundancy, restricted duties and forced retirement under Regulation A19.
