On 29 October 2008 the Department for Transport launched a 12 week consultation document proposing five further restrictions to the statutory travel concession scheme in England. They stated that it had never been intended to cover all local public transport services.

Only 128 responses were received. None came from any Trades Union!

Passed into law on 1 April 2009 a service is not an eligible service if:

i.More than half of the accommodation on the vehicle can be reserved by members of the general public in advance of travel;

ii.It is intended to operate for less than six consecutive weeks;

iii.It is operated primarily for the purpose of tourism or because of the historical interest of the vehicle;

iv.It is a bus substitution service;

v.The fare for the service includes a special amenity element.

Conference calls upon the National Retired Members’ Committee to use its links with other Pensioner organisations to reinvigorate our campaign to achieve free UK wide travel on all public and local transport across Britain in line with National Pensioners Convention (NPC), Trades Unions Congress (TUC) and UNISON policy.
