Conference welcomes the ongoing work by the NPIA and other key police stakeholders to take forward the workforce modernisation agenda. Conference believes that workforce modernisation holds the key to improved job opportunities, careers and job security for police staff in England, Scotland and Wales.

Conference notes the results of the Deloittes’ Interim Report on Evaluation of the Workforce Modernisation demonstration sites. This evaluation shows that:

1)Police staff in the demonstration sites identify strongly with the vision of workforce modernisation, are ready for change, and can see the positive impact of that change

2)Capacity has increased across all the demonstration sites

3)The utilisation of new police staff roles is strong and effective across the sites

4)The diversity of the workforce has improved as a result of workforce modernisation in the demonstration sites

Conference is concerned, however, that some employers believe that workforce modernisation can only be delivered with changes to police staff terms and conditions, to introduce flexible working, but without full PSC premium payments.

Conference believes that the current Police Staff Council Handbook provides all the necessary flexibilities needed by police forces to deliver workforce modernisation. Conference calls upon the Service Group Executive to:

a)Defend the PSC Handbook as the basis of members terms and conditions in England and Wales

b)Engage with the Employers in without prejudice talks on Workforce Modernisation and the future employment package for police staff

c)Ensure that any proposals to change the PSC Handbook are the subject of full consultation with branches and members.
