Conference is concerned that over 4 years after the implementation date for Agenda for Change there are still reports of employers failing to pay the preceptorship increment for new starters – many of whom will be young members – at Band 5 with a professional qualification. It is further concerned at reports that some employers have given this payment to some professional groups while not giving it to others.

Conference calls on the SGE to:

1. Conduct a survey of branches to establish the current position on preceptorship under Agenda for Change and use the results to seek NHS Staff Council guidance on interpretation and application of

preceptorship and accelerated progression.

2. Seek urgent action via the Staff Council to ensure NHS employers are clear that accelerated progression should be applied as per the handbook.

3. Provide advice to branches on accelerated progression and preceptorship, including guidance on backdating of payments.’
