The Green Book advises all local councils to draw up Workforce Development Plans – Pt 2 (3) – and gives extensive practical guidance as to how these should be drawn up (4.8), including the role of the trade unions in developing and implementing these plans.
Workforce Development Planning is now a key issue for local authorities and can make a positive contribution in responding to the challenges facing councils and on the future of in-house services, and promoting the role of trade unions and Union Learning Representatives.
Workforce Development Plans can assist in supporting UNISON members in:
1)promoting equalities;
2)enhancing redeployment opportunity for members facing job loss from cuts and restructuring;
3)assisting members faced with downgrading following job evaluation;
4)responding to remodelling and transformation programmes.
Conference agrees UNISON branches should maximise the potential offered to Trade Unions by Workforce Development Planning process and it is vital that they are supported in working with local authorities in this crucial area.
Regions should now be encouraged to audit Branch activity and progress and develop appropriate targets and support within their Regional Action planning process.
