Conference notes with concern the continuing threat to Patient Transport Services (PTS) posed by privatisation including a reduction in patient transport care levels and the creation of a two-tier PTS workforce. Conference also notes the damaging effect this outsourcing has on NHS Ambulance Trusts’ capacity to provide comprehensive back up and support to their front line emergency crews, especially when responding to disasters and emergencies.
Conference calls on the Health Service Group Executive to initiate the following action in support of Patient Transport Services:
1)Campaign to create wider awareness on the detrimental impact of PTS privatisation;
2)Provide guidance and support to branches where PTS contracts are under threat;
3)Collaborate with the NHS Ambulance employers to retain PTS contracts in-house;
4)Seek to extend the 2005 Private Contractors Agreement to cover PTS,
5)Ensure that the existing code of practice on the two tier workforce is properly applied and implemented.
