Conference congratulates all the groups of staff who have successfully resisted outsourcing of their work and jobs. In particular, the threat of outsourcing of medical secretarial work appears to have receded, largely as a result of the concerted campaign by UNISON members across the UK.

However, Conference is concerned that other groups of A&C workers are still under threat of outsourcing. For example, some payroll work and staff have already been outsourced to private companies, such as Capita and Xansa, and others are ‘under review’.

Conference confirms support for any branches and/or groups of staff who are campaigning and resisting transfer of their work and jobs to the private sector.

Conference resolves that the Health Service Group Executive continue:

1)to campaign vigorously against privatisation and outsourcing of A&C staff, their work and services, including working with all appropriate bodies, UNISON Labour Link etc to lobby government and raise public awareness that these staff must remain valuable members within the whole NHS team;

2)to support staff who have been outsourced to private companies, including ensuring that all existing terms and conditions and facilities are adhered to;

3)to campaign to bring back in to the NHS all outsourced A&C staff and services, including sharing the experience and good practice of campaigns where staff have successfully been retained or brought back in-house;

4)to support networks of groups of A&C workers affected by outsourcing, and encourage Regions to set up forums for relevant groups of A&C workers, to meet on a regular basis.
