We welcome Unison’s continued commitment to the implementation of KSF and the recent addition of training money to assist staff in lower pay Bands.

We are concerned however at the lack of infrastructure and investment in many organisations to support its implementation. Many organisations have no dedicated staff resource to implement and guide staff through the process. Numerous staff are being given the responsibility to develop post outlines and support staff in putting together their portfolios on top of already pressured workloads.

In particular we are concerned about:

1)The lack of support for staff in putting together portfolios, and the apparent lack of consideration of the needs of disabled members;

2)Lack of support to develop KSF outlines and the ongoing issues with E-KSF;

3)Apparent lack of priority from some organisations in the effective implementation of KSF and associated training and development needs.

We therefore request that UNISON continues to drive the effective implementation, and supports its Stewards and Learner Reps in the workplace to ensure that KSF becomes part of the everyday culture of the NHS. Ensuring that monitoring of the implementation is continued and Trusts and other NHS employers adhere to the KSF agreement. That partnership is maintained and that all staff have development reviews based on a relevant KSF outline. That UNISON learning reps are equipped with the correct knowledge to assist members in making the correct choices, this is particularly important for our members who may have disabilities, which may disadvantage them.

Where good practice exists it is paramount that other organisations have access to this to inform and improve their process and compliance.
