This Conference deplores the situation in which mileage allowances for work journeys by bicycle:

1)are individually and inconsistently set by local authorities across the country

2)are usually set at a rate that in no way reflects the true average annual costs of a bike and associated cyclists’ clothing and equipment, regular cycle maintenance and appropriate insurance

3)do nothing to positively encourage staff to use cycles for suitable short work journeys rather than wastefully using a car, and which

4)particularly discriminate against employees that have to use a cycle for work purposes or who are in low paid roles

AND this conference calls on the National Executive Committee to secure from Local Government Employers

a)a cycle mileage rate that is nationally negotiated each year and consistently applied by all authorities to set beside the allowances for car and motorcycle use

b)a rate per mile that genuinely reflects the full current costs of cycling including personal cycling insurance, insisted upon by most employers, plus the costs of purchasing and maintaining a safe cycle and associated clothing and equipment.

c)initiatives within each authority positively to encourage staff to use a cycle instead of a car for suitable journeys
