Conference notes the problems associated with Housing Stock transfers. Conference instructs the Service Group Executive to:
1)Produce a report identifying the “star ratings” for all Housing authorities and ALMO’s. This report should highlight any changes in the star ratings since the establishment of any individual ALMO. This report should be completed in time for Local Government Service Group Conference 2007.
2)Investigate if there are any members affected by continuity of service issues, would staff changing employment to other local government employers or other employers who are covered by “The Redundancy Payments (Continuity of Employment in Local Government, etc) (Modification) Order 1999.” The SGE should also issue support and guidance for branches on this issue.
3)Lobby the government to actively pursue “the fourth option” and provide adequate funding
4)Lobby the government, and campaign, against all proposals to extend the life and powers of ALMOs
5)Identify common themes and actions where the concept of ALMO’s is being looked at for other service areas within local government
