Conference notes the introduction of the Knowledge and Skills Framework (KSF) which will apply to all NHS staff as part of the Agenda for Change process.

Conference also notes that the KSF has equality and human rights as a core dimension. As a consequence all employees will be required to demonstrate a commitment to equality and diversity in order to pass through the gateways in the Agenda for Change pay progression.

Conference believes this represents a significant opportunity to embed a commitment to equality and diversity in all NHS bodies and across all employees which will, if taken seriously, mean that discrimination will be everyone’s concern and will help to make a reality of legal protections against discrimination – helping to make discrimination a thing of the past.

Conference calls therefore:

1.For all NHS bodies to take seriously the commitment to equality at all levels within the NHS;

2.For UNISON branches to use the KSF as a bargaining tool to progress the equalities agenda at local level;

3.For all NHS staff to receive training in equality and diversity;

4.For the Service Group Executive to urge NHS bodies at a national level to seek to monitor progress on the ground.
