This Conference is critical of the way that the submission to the Pay Review Body and the drawing up of a pay claim for non-Pay Review Body staff were dealt with for 2006/07. The Staff Side evidence which was submitted to the Pay Review Body for 2006/07 did not comply with the policy on the 2006/07 pay claim and the PRB submission agreed at Health Conference 2005.

The motion on future pay claims at Health Conference 2005 had said that the non-PRB pay claim should take account of the PRB timetable and should be early enough to allow proper negotiations on that pay claim.

Moreover, there was no consultation with branches about what the pay claim should be for either PRB or non-PRB staff, and only limited discussion of either of these by the Health SGE or the relevant Sector Committees, despite the announcement at 2005 Health Conference that work had begun on these.

This Conference resolves that any future pay claims or pay submissions must be based on policy as agreed a Health Conference, and must be subject to consultation with branches, regions and sector committees as appropriate before being submitted.
