Conference notes that with Agenda for Change now implemented it will have a profound effect on low-paid black workers.

Black workers already represent a high proportion of the low paid sector. With Agenda for Change and the implementation of the Knowledge and Skills Framework, many black members are likely to be disadvantaged in being able to proceed to the next pay “gateway”.

Many members have had wage deductions and have received worse terms and conditions. We call upon the Service Group Executive to work with the National Black Members’ Committee to:

1.collate information from trusts, PCTs and health authorities on how Agenda for Change is affecting black members; and

2. monitor appeal processes for all black staff who are affected to achieve clear transparency.
