Conference notes that successive reports commissioned by the TUC and government’s own statistics that confirm that Black workers continue to be concentrated in the lowest paid jobs.
Conference further notes the increase in attacks against the Black communities following the tragic London bombing in July 05 and the BNP for its attempt to exploit the London bombings to stir up religious and racial hatred.
Conference notes the clear links between vilifying the Black community and the damaging effect this has on Community Cohesion. Conference also notes the climate of fear this creates and results in an increase in prejudice and discrimination within the workplace faced by Black members.
Branches are failing to adequately address the potential impact of the Race Relations Amendment Act 2000 and the challenges Branch negotiator can make by using the legislation to put race on the Bargaining Agenda.
Conference believes that Black members can play a key role within the mainstream of UNISON in ensuring accountable and transparent anti racist policies and practice in Branches that can result in positive outcomes for all UNISON members. In order to enable Black members to participate within an organised framework within their Branches and ultimately, within their workplace.
This conference calls on the NBMC to:
·Urge the NEC to put a comprehensive strategy in place to conduct an annual branch and regional structures based mapping exercise of where Black members are based across all the service groups with a breakdown on a Regional basis.

·The NBMC to proactively support and work with the National Race Strategy, its Project Board and the regional pilot and pilot branches to ensure the most effective use is made of this mapping data in improving levels of black member participation the union.
