With Agenda for Change (AFC) now being implemented there are major problems in delivering it throughout the health service. Many employees have had wage deductions and will receive worse terms and conditions.

It is well known that Black and Minority Ethnic (BME) staff make up a large proportion of low paid workers and have already experienced being downgraded, as well as a lack of promotion prospects and racism.

It is clear that management are looking to save money and BME staffs are likely to be at the forefront of those losing out.

This Conference calls upon the NBMC to work with the Health Service Group Executive to:

1. Collate information from Trusts, Early Implementers, PCTs and Health Authorities on how AFC is being implemented with reference to Black staff; and

2. Monitor appeal processes for all Black staff who are affected, to achieve clear transparency.
