This Conference recognises that it is essential for UNISON to be properly organised to represent members’ interests in the Serious and Organised Crime Agency (SOCA). UNISON has members in the National Crime Squad (NCS), and National Criminal Intelligence Service (NCIS) who will transfer under TUPE to SOCA on 1 April 2006.

In preparation for this transfer, Conference agrees:

1)to set up a SOCA Shadow Sector Committee to replace the current NCS Sector Committee

2)the membership of the Shadow Sector Committee to comprise:

a) the following NCS seats

i)NCS East Area – 1 general and 1 female seat

ii)NCS West Area – 1general and 1 female seat

iii)NCS North Area – 1 general and 1 female seat

iv)Proportionality and fair representation to apply

b) NCS National Convenor

c) the following NCIS seats

i)NCIS North – 1 general and 1 female seat

ii)NCIS South – 1 general and 1 female seat

iii)NCIS HQ –1 general and 1 female seat

iv)Proportionality and fair representation to apply

3) the Shadow Sector Committee to meet quarterly

4)the Shadow Sector Committee to elect two representatives to the Service Group Executive as follows:

a) one NCS representative

b) one NCIS representative

c) proportionality and fair representation to apply

5)to review these Shadow Sector Committee arrangements once SOCA has been established in April 2006.
