Conference is concerned about the over representation of Black employees targeted for CRB Checks. We are aware that the Criminal Justice system is institutionally racists and that Local Authorities in general are also guilty of institutionalised racism. In addition Conference has seen the inappropriate use of the Police Stop and Search against the Black Community.
We believe that the CRB checks are used as a means of undermining black employees and presenting an opportunity by which Black employees can be sacked.
the CRB checks should be a fair and equitable process that enables a safe environment for all service users. Unfortunately certain employers are determined to abuse this process.
Therefore:-
This Conference agrees to instruct the National Black Members Committee to ask the UNISON National Executive Committee to assess the impact of the Criminal Records Bureau (CRB) check on Black employees.
Further instructs that the information be provided to the NBMC and to take relevant action and report back to next years conference.
