July 2003 saw the tenth anniversary celebration of the formation of UNISON.

One of the founding principles is proportionality and fair representation. However, it appears that this principle is not adhered to in many of our branches and women are not being fairly represented amongst branch officers.

Our present system does not facilitate women to come forward and stand in elections because most branches do not have proportionality and fair representation embedded in their branch rules, therefore Conference instructs the National Women’s Committee to:

1)draw up a model election procedure for lay officer positions in branches which will ensure proportionality and fair representation;

2)submit the above procedure to the National Executive Council with the request that they advise branches regarding their obligations to ensure proportionality and fair representation.
