Police Staff Conference 2004

Conference acknowledges the work of the Police Skills and Standards Organisation in designing the Integrated Competency Framework (ICF). The ICF combines the National Competency Framework and National Occupational Standards within the police service. It also links to the Home Office Performance Development Review (PDR) Scheme which is being implemented by police forces for police staff.

Conference notes that the ICF has the potential to drive civilianisation in a positive direction if properly implemented by police forces. It should:

1)serve as the means for identifying posts as suitable for civilianisation;

2)provide the basis for career development ;

3)link to Performance Development Review;

4)inform training and development plans.

Conference therefore instructs the Service Group Executive to produce appropriate advice and guidance to branches, activists and members on:

a)the trade union perspective on the ICF;

b)the link between the ICF and PDR;

c)ways in which the ICF could be utilised to further the interests of police staff professional development and civilianisation.
