Conference notes that Rule D.2.9.1 gives the National Executive Council, or the General Secretary acting on its behalf, the power to engage or dismiss such staff as may be required for the conduct of the business of the union.

And further that Rule D.2.9.2 states that the National Executive Council shall determine the pay and conditions of the staff whilst the General Secretary shall be responsible to the National Executive Council for all remaining staff matters.

Conference believes that these powers conferred under rule amount to strategic powers for the National Executive Council whilst operational powers are the province of the General Secretary.

In practice, however the Staffing Committee takes a more active role than that prescribed by rule.

Clearly the Staffing Committee would have a direct interest and responsibility for senior and strategic appointments but should allow line managers to make appointments where appropriate.

Conference believes that such a move would build upon capacity by freeing members of the Staffing Committee to undertake their strategic role, rather than being burdened by operational matters.

Conference therefore calls on the National Executive Council to review the functioning of the Staffing Committee, and to make appropriate changes to ensure that they undertake a strategic rather than operational role.
