This Conference notes:

1)That Motion 31 carried at last year’s Conference called for an immediate campaign to ensure that Single Status is implemented

2)That Motion 31 agreed that the failure to implement Single Status was a debacle and that branches were being left to fight alone

3)That to date, no such immediate campaign has been mounted, the debacle continues and branches are still fighting alone

4)That members continue to suffer because of discriminatory pay practices. Yet UNISON advice states that the Single Status agreement aims to ensure that discriminatory practices are removed. The agreement was made in 1997 and is yet to benefit the majority of our members suffering discrimination in pay

5)That the agreement calls for local reviews of gradings to be carried out. Far too few employers have carried out any such review

6)The agreement was recommended to members on the basis that it was intended to be a modern and effective agreement which would meet the needs of local government and it’s employees into the 21st century. The agreement was hailed as a historic breakthrough. It is now clear that the agreement has not lived up to any of these descriptions.

7)That lessons to be learned including that never again must our union sign up to an agreement on the basis of sorting out problems such as funding later on

This Conference agrees:

a)That the failure to mount an immediate campaign is a significant failure and comes as a huge disappointment to our low paid members

b)To emphasise once again the urgent need for a campaign. Single Status can not be left to be fought branch by branch or region by region. The union at a national level must now urgently prioritise a campaign to ensure Single Status is properly funded and implemented in every council
