Conference is concerned about the creeping use of non typical contracts such as fixed term, zero hours and agency staff to cover for staffing shortfalls which are not short term. Conference believes that the growing use of agency staff by police forcxes is evidence of a poor terms and conditions package in many police forces.

Conference affirms UNISON’s commitment to develop the police staff employment package so that forces can recruit and retain the right calibre of permanent staff to deliver the Government’s police reform objectives.

Conference acknowledges that the current PSSC Review is due to examine recruitment and retention issues in respect of the police staff workforce

Conference expects the PSSC to address these issues once it has collated the results of its recruitment and retention survey
